Deciding what you want to achieve is one thing, delivering the outcome is another.  52.7% of projects exceed their cost by 189% of plan (Standish Group 1995) and over 40% fail to achieve the business case after going live ( Conference Board Survey 2001). Effective project delivery requires more than the adoption of a methodology or standard. Furthermore there are issues beyond the project itself which can seriously impact projects success—A clear Business Architecture and good Portfolio Management being two.
